Why are my images being reloaded?

So I have a bunch of images in a Menu. I remove the menu from the display list, then load a photo album that loads retina images. This photo album deals with adding removing images, memory management, etc. When I close the album, I clear the memory and then I add the menu again to the display list. Now the menu animations suffer some stutter, and after some time the stutter disappears.

I dig with Scout, and see that the frame rate drop is because of "decompressing images". Problem is, I'm not loading any images at that point. The images on the menu were already loaded with ImageDecodingPolicy.ON_LOAD, and I haven't removed them from memory, only from the display list.

Anyone can help me figure out what is happening?

I'm compiling to iOS with Adobe Air 4 and 13, same result, and testing on an iPad 3 with iOS 6.
